e-Bidding System

TERMS AND CONDITIONS:

1. Tender form along with BOQ and instructions to bidders etc may be downloaded on Local Government Website ebidding.lcbkp.gov.pk and KPPRA (www.kppra.gov.pk) after publishing in the newspapers.
2. As per Clause 37(A) of KPPRA Rules, all bidders must be registered with Khyber Pakhtunkhwa Revenue Authority.
3. All bids must be accompanied by a bid security in shape of call deposit equal to 2% of the estimated cost in the name of TMO, TMA Gumbat of scheduled banks. Document like enlistment copy of Local Council board, KPK and photo copy of CNIC, NTN and mail address etc.  must be attached with tender form.
4. Sealed Tender form must be sent through Registered Mail/Couriers Services that should reached on ( 04/12/2024) upto 1:00 PM and will be opened on the same date at 2:00 PM in the presence of bidders by the Tender Committee.
5. The tender shall be processed according to “Above/below system” based on the Market Rate System.
6. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineering Estimate and the contractors quoting their bids more than 10% below upto 20% below on Engineers Estimate shall submit along with their bids 8% Additional Security of Engineers Estimated cost in addition to 2% bid security, if the bid is not accompanied with the required amount of additional security, then it will be considered as Non -Responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.
7. Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineers Estimated cost equal to the differential amount of submitted bid and Engineers Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and /or required amount of additional security, then the said bid shall be considered as Non-Responsive. All the securities submitted along with such Non-Responsive bid shall be forfeited in favour of Government and the 2^nd lowest bidder and so on will be considered accordingly.
8. In case detailed rate analysis submitted with the bids is, in view of the procuring entity, not convincing the head of Procuring Entity may declare such bid as Non-Responsive without forfeiture of bid securities and record reasons thereof.
9. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
10. Firm must have valid PEC registration and having specialized codes EE04, EE06, EE11 (Solar Energy) CE09 (water Supply).
11. Work order will be issued on the availability of funds as directed.
12. The work Order of all/ any schemes shall be issued subject to availability of funds/ volume of funds.
13. All the schemes/ scheme will be executed at site strictly in accordance with the approved specification, quality/ quantity and availability of funds as per information/ direction of the TOI/site Incharge.
14. The Competent authority under cogent reason will have an authority to accept or reject the bids on the recommendation of Tendering/ Bidding Committee.
15. All Federal and provincial duties / stamp duty and taxes including sales tax will be recoverable as per directives of the government Notifications/ direction issued from time to time.
16. The contractors shall be bound to procure all the company items (if any) of only authorized Companies  / approved Dealer with Company warranty Guarantee certificate.
