E-TENDER NOTICE

TMA Gumbat (Executing agency) invites Tenders through E-Tendering system of the following below Developmental schemes from registered Government contractors enlisted with Local Council Board, Khyber PakhtunKhwa & KPPRA in the relevant category duly renewed for the current financial year 2024-25 as per following schedule.

1. DEVELOPMENT SCHEMES TO BE EXECUTED UNDER DISTRICT DEVELOPMENT INITIATIVE (DDI) ADP 240320.

2. REVISION OF DEVELOPMENT SCHEMES TO BE EXECUTED UNDER REGIONAL DEVELOPMENT INITIATIVE ADP NO. 190448/

3. CHANGE  OF DEVELOPMENT SCHEMES TO BE EXECUTED UNDER SDG’S ACHIEVEMENT PROGRAM (2019-20).

TERMS AND CONDITIONS:

1. Tender form along with BOQ and instructions to bidders etc may be downloaded on Local Government Website ebidding.lcbkp.gov.pk and KPPRA (www.kppra.gov.pk) after publishing in the newspapers.
2. As per Clause 37(A) of KPPRA Rules, all bidders must be registered with Khyber Pakhtunkhwa Revenue Authority.
3. All bids must be accompanied by a bid security in shape of call deposit equal to 2% of the estimated cost in the name of TMO, TMA Gumbat of scheduled banks. Document like enlistment copy of Local Council board, KPK and photo copy of CNIC, NTN and mail address etc.  must be attached with tender form.
4. The tender shall be processed according to “Above/below system” based on the Market Rate System.
5. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineering Estimate and the contractors quoting their bids more than 10%  upto 20% below on Engineers Estimate shall also submit along with their bids 8% Additional Security of Engineers Estimated cost in addition to 2% bid security, Similarly, a contractor quoting bid more than 20% below shall also submit with his bid an additional security on Engineers Estimated cost equal to the differential amount of submitted bid and Engineers Estimate along with detailed rate analysis. In case , if the bid is not accompanied with the required securities and detailed rate analysis (justifying with companies/contractor machineries, man power, financial position, post experience etc.) then the said bid shall be considered as Non-Responsive. Moreover, the CDRs attached, scanned and uploaded on the E-tendering website/ furnished should be completed and matched in all respect. In case of incomplete information, uploading and documentations and non-availability of CDRs etc. the bids shall be considered as Non-responsive and the contractor/ company found at fault will also be proceeded under the relevant Law, and the next  2^nd lowest bidder and so on will be considered accordingly.
6. In case detailed rate analysis submitted with the bids is, in view of the procuring entity, not convincing the head of Procuring Entity may declare such bid as Non-Responsive without forfeiture of bid securities and record reasons thereof.
7. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
8. Firm must have valid PEC registration and having specialized codes of all the works applied for.
9. The work Order of all/ any schemes shall be issued subject to availability of funds/ volume of funds.
10. All the schemes/ scheme will be executed at site strictly in accordance with the approved specification, quality/ quantity and availability of funds as per information/ direction of the TOI/site Incharge.
11. The Competent authority under cogent reason will have an authority to accept or reject the bids on the recommendation of Tendering/ Bidding Committee.
12. All Federal and provincial duties / stamp duty and taxes including sales tax will be recoverable as per directives of the government Notifications/ direction issued from time to time.
13. The contractors shall be bound to procure all the company items (if any) of only authorized Companies / approved Dealer with Company warranty Guarantee certificate.
14. All the  interested Contractors etc. should ensure the submission of all the Tender Documents along with all original CDRs, rate analysis and company information etc. as sought above, in Sealed Registered Mail letter (only)  up-to 01:00 PM of Dated 13/01/2025 in the office procuring entity. The dispatch receipt acknowledgment etc. will strictly be issued by the procuring entity (TMA Gumbat) up-to time fixed above with list of all enclosed documents as available / found in the sealed registered envelop in the presence of concerned contractor. No such information in shape of hard and soft will be accepted in loose form, un-registered and by hand from the contractor concerned.  In case of non-compliance the procuring entity will consider the tender/ tenders non-responsive.
