e-Bidding System

Terms & Conditions: -

1. Tender form along with BOQ and instructions to bidders etc. may be downloaded on Local Government Website ebidding.lcbkp.gov.pk and KPPRA (www.kppra.gov.pk) after publishing in the newspapers.
2. As per Clause 37(A) of KPPRA Rules, all bidders must be registered with Khyber Pakhtunkhwa Revenue Authority.

3. All bids must be accompanied by a bid security in shape of call deposit equal to 2% of the estimated cost in the name of Tehsil Municipal Officer TMA Bara, District Khyber call deposit of scheduled banks shall be acceptable. Document like enlistment copy of Local Council board, Khyber Pakhtunkhwa, photo copy of CNIC and NTN must be attached with tender form.
4. Sealed Bids sent in original to this office through registered courier service and duplicate copy of the bid be send to office of Secretary Local Council Board, Khyber Pakhtunkhwa. Through post office/registered courier service.
5. The tender shall be processed according to “Above/below system” based on the Market Rate System 2024 1^st and as per KPPRA Notification No.S.R.O.(14)/Vol:1-24/202122 dated 10th May 2022.
6. The bidder shall submit their bid (hard Copy) with requisite  Mandatory Documents i.e  E- tender Form , BOQ duly signed , Active NTN/ Income Tax Certificate , PEC License duly renewed, KPRA Registration Showing Active Status on opening date of tender.
7. The contractor quoting their bids more than 10% below upto 20% below on Engineer Estimate shall submit along with their bids 8% Additional Security of Engineer Estimate cost in addition to 2% bid security. If the bid is not accompanied by the required amount of Additional Security, then it will be considered as non-responsive and 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.
8. Similarly, a contractor quoting their bid more than 20% below shall submit with his bid an additional security on Engineer Estimated cost equal to the differential amount of submitted bid of Engineer’s Estimate along with the detailed rate analysis, in case of more than 20% below bids, if the bid is not accompanied by the detail rate analysis and/or required amount of additional security, then the said shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.
9.    In case detailed rate analysis submitted with bids is, in the view of procuring entity not convincing, the Head of Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reason thereof.
10. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
11. All contractors/ firms are bound to follow the KPPRA rules.
12. The work will be awarded subjected to the availability / allocation of fund.
13. No tenders are acceptable through Fax/by hand.
14. All relevant taxes will be deducted (as per Government Policy) from the contractors Bills.
15. If there is un-expected holiday announced by the Government on the opening date of the tender than the tender will be placed on notice board on next working day.

16. Any addition made in terms and conditions in the NIT advertised in the newspaper will be implemented as per KPPRA Rules.
17. If the evaluated electronic bid costs of two or more than two bidders are equal then the successful bidder will be declared through Open draw.
18. Open draw will be conducted after verification of CDR’s from banks.
19. As per KPPRA advice the insurance bond will not be accepted.
