e-Bidding System

Terms and condition: -

1-  TheFinancialbiddingwillbethrough E-biddingSystem.TenderformandBOQcanbefilledanddownloadedby the original contractor availableontheofficialwebsiteof LG& RDD,DGOffice(www.lgkp.gov.pk) Khyber Pakhtunkhwaafteroneday ofPublishing ofNIT.

2-  Thebiddersarerequired tofillElectronic Bidsonlineand attach Scan copy ofBid Securityin shapeoforiginalCall DepositinthenameofProcuringEntityand submitahardcopyof thesameprintedelectronicbidformtothe concerned AD OfficeMardan.

3-  Sealedbidssendthroughregisteredmail/Courierserviceshouldreachedup-tothespecifiedtimeanddate as mentioned

4-  The contractororhisrepresentativemay bepresentatthetimeofopening ofelectronicbidsopening.

5-  Thecalldepositsi.e.BidSecurityforthework/contractmustbepreparedafterpublishingofNIT,beforeclosing timeoftheElectronicbid apply.

6-  Thecontractorsquotingtheirbidsuptoalimitof10%belowEngineerestimateshallsubmitBidsecurity@

2%only ofEngineerEstimate.

7- Thecontractorquotingtheirbidsmorethan10%belowupto20%belowonEngineer’sEstimateshall submitalong with theirbids 8%Additionalsecurity ofEngineerestimateinaddition to 2%bid security. If thebidisnotaccompaniedwiththe requiredamountof Additionalsecurity,thenthebidshallbeconsidered asnon-responsiveandthe2%bidsecurityshallbeforfeitedinfavorofGovernmentandthesecondlowest bidder and so on willbe consideredaccordingly.

08-Incase, acontractorquotingbidmorethan20%belowshallsubmitwithhisbidanadditionalsecurityon EngineersEstimatedcostequaltothedifferential amountofsubmittedbidandEngineerEstimatealong withdetailedrateanalysis. Incaseofmorethan20%belowbids, ifthebidis not accompaniedbythe detailedrateanalysis and/ or requiredamount of additional security,thenthebidshall beconsideredas Non-responsive.Allthesecuritiessubmittedalongwithsuchnon-responsivebidshallbeforfeitedinfavor ofGovernmentandthesecondlowestbidderandsoonwillbeconsideredaccordingly as per KKPRANotification NO. 6058-71 Peshawar, theMay 10, 2022.

09-In casedetailed rate analysis submitted with thebid is, inviewoftheprocuring entity, notconvincing, the Headoftheprocuringentitymaydeclaresuchbidasnon-responsivewithoutanyforfeitureofbidsecurities and record reason thereof.

10-Theprocuringentitymayofferthe contracttothenextlowestbidderafterduediligenceinthe contextof financial differencebetweensuchtwobids ormayadvertiseprocuringopportunityafresh.(KPPRA NotificationNO. S.R.O. (14)/Vol: 1-24/2021-22: 6058-71 Peshawarthe May 10, 2022)

11-AnyElectronicbidderwho providefalse,ormateriallyinaccurateor incompleteordonotsendinformationinhard form willbedisqualified asperKPPRAActSection29(1)readwithKPPRA Rule(43).Furthermore,theProcuring Entity/ExecutingAgencywillrecommendandsentcases forDebarring/Blacklistingandwilltake actioninlightof Approved Procedure/mechanismasperKPPRA Actsection29(2) read with KPPRA Rule(44)

12-Electronic bidswillremainvalidfor90daysfromtheclosingdateofbids. (as decidedby the procuringentity/executing agency in lightofstandard bidding documents).

13-Thefirms/contractorswhowantstoparticipateintenderingprocessmayapproachDirectorateGeneralLG&RDDPeshawarwithintwodaysbeforeclosingtimeofelectronicapplyforuploadingtheirnamesontheofficialwebsite i.e. (www.lgkp.gov.pk).

14-AllBiddersarerequiredtoberegisteredwithKhyberPakhtunkhwaRevenueAuthority,establishedundertheKhyber PakhtunkhwaFinanceAct,2013(KhyberPakhtunkhwaAct No.XXIof2013),forworks,consultingandnon- consulting Service aslisted in Scheduled-IIoftheActibid.

15-In casethebid becomeatie the contractorshallbedecided through afreetosswhichshallbefinal.

16-ThePEC and KPRA registration (Activetax payer)mustbevalid forcurrent FinancialYear.

17-Thetimelimitofeachworkshallbeasperworkorderissuedtosuccessfulbidderandthecontractorwillhavetostartworkwithin15days’timeperiodaftertheissuanceofworkorderfailingwhichtheworkbecancelledandsecurity/additionalsecurity(ifany)willbeforfeited.

18-  Allapplicabletaxeswillberecoverableasperdirectivesofthegovernment in vogue.

19-Theprocuring entity mayrejectany orallbidsaftercommunicating thereasonsforrejection atany timepriortothe award ofcontract.

20-Anyadditionmadeinterms&conditionsin theNITadvertisedinthenewspaperwillbeimplementedasperKPPRA Rules.

21-Work orderwillbeissued subjecttoreleaseof fund.

22-All materialtesting and allsortsoftestswillbeperformed by contractoron thedemand ofprocuring entity.

23-BiddersmayobtainbiddingdocumentsandfurtherinformationfromtheofficeofAssistant Director (Senior) LG&RDDTehsil (HQ) Mardan onanyworking day before closing date.

24-Thesametermsand conditionsshould be considered forthe advertisement.

25- In light of the letter No. Director (LG)3-16/ADP2023/17482 dated Peshawar 18^th Oct 2024.The duplicate copy of the Bid costing more than 2 million may be submitted to the Director General LGRDD Sector 20, B5 opposite NESPAK Office Phase-V Hayatabad Peshawar before closing time of Bid.
