The Financial bidding will be through E-bidding System .Tender form and BOQ can be filled and downloaded by the original contractor available on the official website of LG& RDD, DG Office (www.lgkp.gov.pk) Khyber Pakhtunkhwa after one day of Publishing of NIT.

The bidders are required to fill electronic bids online and attach scan copies of bid securities prepared in the shape of CDRs in the name of Assistant Director Senior, LG&RDD Nowshera and submit a hard copy of the same along with electronic tender form/bidding documents to the office of Assistant Director Senior, LG&RDD Nowshera in original while the duplicate copy to the office of the Director General Local Government & Rural Development Department Office No.20 Sector B-5 Hayatabad Phase-5 Peshawar before closing time of bids.

Sealed bids send through registered mail/Courier service should reached up-to the specified time and date as mentioned above.

Only those contractors/firms will be eligible whose workshops are registered with PESCO.

Those contractors/firms are eligible to participate in the tendering process having relieving PEC codes i.e. EE-04 and EE-05.

All those contractor / firms are eligible to participate in the tendering process who are registered with Inspectorate of Electricity, Energy & Power Deptt; Khyber Pakhtunkhwa & hold Class-E & C license.

The contractor or his representative may be present at the time of opening of Electronic bids opening.

The call deposits i.e. Bid Security for the work /contract must be prepared after publishing of NIT, before closing time of the Electronic bid apply.

The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security@ 2% only of Engineer Estimate in favor of AD LG&RDD Nowshera.

Those contractors who apply through registered Joint Venture (JV) must submit bid securities/CDRs on the Engineer Estimate in favor of AD LG&RDD Nowshera from the Joint Venture Bank Account.

The contractor quoting their bids more than 10% below up to 20% below on Engineer’s Estimate shall submit along with their bids 8% Additional security of Engineer estimate in addition to 2% bid security. If the bid is not accompanied with the required amount of Additional security then the bid shall be considered as non-responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly.

In case, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineers Estimated cost equal to the differential amount of submitted bid and Engineer Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the
Detailed rate analysis and/ or required amount of additional security, then the bid shall be considered as Non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly as per KKPRA Notification NO. 6058-71 Peshawar, the May 10, 2022.

In case of detailed rate analysis submitted with the bid is, in view of the procuring entity, not convincing, the head of the procuring entity may declare such bid as non-responsive without any forfeiture of bid securities and record reason thereof.

Any Electronic bidder who provide false, or materially inaccurate or incomplete or do not send information in hard form will be disqualified as per KPPRA Act Section 29(1) read with KPPRA Rule (43). Furthermore the Procuring Entity/Executing Agency will recommend and sent cases for Debarring/Blacklisting and will take action in light of Approved Procedure/mechanism as per KPPRA Act section29(2) read with KPPRA Rule (44)

Electronic bids will remain valid for 90 days from the closing date of bids.

All Bidders are required to be registered with Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act,2013(Khyber Pakhtunkhwa Act No. XXI of 2013), for works, consulting and non- consulting Service as listed in Scheduled-II of the Act ibid.

In case of tie/draw amongst the responsive bidders, the bid may be decided through free toss/draw in the presence of responsive bidders which shall be considered as final.

The PEC and KPRA registration (Active tax payer) must be valid for current Financial Year.

All applicable taxes will be recoverable as per directives of the government in vogue.

The Procuring Entity may reject all bids or proposals at any time prior to the acceptance of bids or proposals in light of KPPRA Rule.47

Any addition made in terms & conditions in the NIT advertised in the newspaper will be implemented as per KPPRA Rules.

Work order will be issued subject to availability of fund.

The interested bidders can obtain/download bidding documents online through an e-bidding system. In case of any further information/clarification, the bidders may visit the office on any working day before the closing of the bid.
