i.Enlistment and renewal copy in LG&RDD for the year 2019-20.

ii.Photocopy of CNIC.

iii.Power of Attorney (if applicable).

iv.Pakistan Engineering Council (PEC) renewed for the year 2019-20.


  1. All the bidding will be through E-bidding System .Tender form and BOQ can be filled and downloaded by the original contractor available on the official website of LGE& RDD, DG Office ( Khyber Pakhtunkhwa after one day of Publishing of NIT in Newspaper.
  2. The bidders are required to fill Electronic Bids online and attach Scan copy of Bid Security in shape of original Call Deposit in the name of Procuring Entity along with (Additional security if any), and submit a hard copy of the same printed electronic bid form to the concerned AD Office Dir Upper.
  3.  The original and duplicate copies of tendered documents clearly marked as original and duplicate in the name of concerned Assistant Director LG&RDD and DG LG&RDD respectively (Sealed in one envelope) must be submitted to Concerned Assistant Director Office. The tender document must reach this office up to fixed date and time as mentioned.
  4. The following documents must be attached with bids:
    1. Tender documents of bidder if found bogus/false documents will be rejected and their registration shall stand cancelled /blacklisted in addition of forfeiture of earnest money and security amount (if any).
    2. No tender are acceptable through fax/by hand. Sealed bids sent through registered mail/couriers service should reach up to the specified time and date. The contractor or his representative with power of attorney may be present at the time of opening of tender.
    3. Any contractor/firm are bound to mention rates as per notification KPPRA/M&E/Estt:/1-5/2016 “Above/Below System”.
    4. The bidder who offer their bid more than 10% below of the estimated cost will have to enclose additional 8% of the Estimated Amount in the Shape of Call Deposit  in the name of Assistant Director Local Govt: & Rural Development Department along with tender documents otherwise the bid will not be entertained .
    5. The CDR’s shall be prepared before the closing time of On-line apply on E-Bidding system.
    6. 8% additional security of the successful bidder shall be forfeited in case the successful bidder repudiates the contract or fails to submit performance guarantee.
    7. The Eligible bidders must have relevant codes for the above mentioned works as per Pakistan Engineering Council.
    8. Any Electronic bidder who provide false, or materially inaccurate or incomplete or do not send information in hard form will be disqualified as per KPPRA Act Section 29(1) read with KPPRA Rule (43). Furthermore the Procuring Entity/Executing Agency will recommend and sent cases for Debarring/Blacklisting and will take action in light of Approved Procedure/mechanism as per KPPRA Act section29(2) read with KPPRA Rule (44)
    9. The Centralized Enlisted contractors with C&W department for the current financial year who wants to participate in tendering process may approach Directorate General LG&RDD Peshawar within two days before closing time of Electronic apply for uploading their names on the official website i.e. (
    10. All Bidders are required to be registered with Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act,2013(Khyber Pakhtunkhwa Act No. XXI of 2013), for works, consulting and non-consulting Service as listed in Scheduled-II of the Act ibid.
    11. In case the bid become a tie the contractor shall be decided through a free toss which shall be final.
    12. The time limit of each work shall be as per work order issued to successful bidder and the contractor will have to start work within 15 days’ time period after the issuance of work order failing which the work be cancelled and security /additional security (if any) will be forfeited.
    13. All federal and provincial duties/stamp duty and taxes including sales tax will be recoverable as per directives of the government issued from time to time.
    14. The procuring entity may reject any or all bids after communicating the reasons for rejection at any time prior to the award of contract.
    15. Any addition made in terms & conditions in the NIT advertised in the newspaper will be implemented as per KPPRA Rules.
    16. Work order will be issued on the basis of availability of fund.
    17. All material testing and all sorts of tests will be performed by contractor on the demand procuring entity.
