Sealed tenders based on MRS-2022/ Non MRS-Item for the below mentioned work is hereby invited on the basis of Single stage Single envelope procedure from the government contractors registered with PEC and enlisted with C& W Department as per Centralized enlistment Policy of the Government of Khyber Pakhtunkhwa, for current financial year as per following schedule

TERMS & CONDITIONS:-

  1. The financial bidding will be online through E-bidding system. Tender form BOQ and other         relevant documents should be online filled and printed before 10:00 AM on 26.09.2022 from the official website of LGE & RDD (www.lgkp.gov.pk).
  2. The bidders are required to fill Electronic bids online the printed documents along with scan copy of Bid Security in shape of Original Call deposit in the name of procuring Entity along with (Additional Security if any), and submit hard copy of the same printed electronic bid form to the Office of Assistant Director LG&RDD Dera Ismail Khan on or before closing time and date.
  3. Electronic bids and original call deposit's received through Fax or by hand will not be acceptable. Sealed bids sent though registered mail, courier service should reach up to the specified time and date as mentioned above.
  4. The following documents must be attached with bids:
  1. Enlistment and Renewal Copy in LGE&RDD Department for the Year 2021-22
  2. Photocopy of CNIC
  3. Power of Attorney (if applicable).
  4. Pakistan Engineering Council (PEC)
  5. KPPRA Registration
  6. FBR Tax Payer
  7. Bill of Quantity/BOQ
  8. Tender Form
  9. Original Call Deposit
  1. The Eligible bidder must have the relevant codes for the above-mentioned works as per Pakistan Engineering Council.
  2. The contractor or his representative may be present at the time of opening of the electronic bids.
  3. The call deposits i.e. bid Security along with (Additional Security it any) for the work/contract must be prepared after publishing of NIT, before closing date of the Electronic bid apply.
  4. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid Security@ 2% only of Engineer Estimate.
  5. The contractors quoting their bids more than 10% below up to 20% below on Engineer's Estimate shall submit along with their bids 8% Additional Security of the Engineer's Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security then it will be considered as non-responsive and the 2% bid security shill be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.

   [Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineer's Estimated Cost equal to the differential amount of submitted bid and Engineer's Estimate along with detailed rate analysis]. Differential amount; if contractor quote, e.g. 25% below engineer estimate bid then he has to deposit along with his bid 29% bid security and 25% additional security of engineer estimate.

  1. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and/equal amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the 2d lowest bidder and so on well be considered accordingly.
  2. In case detailed rate analysis submitted with the bids is, in view of the Procuring Entity, not convincing, The Head of the Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reasons thereof.
  3. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
  4. Any electronic Bidder who provide false, materially inaccurate incomplete or do not sent information in hard form will be disqualified as per KPPRA. Act Section 29 (1) read with KPPRA Rule (43). Furthermore, the office will be recommended and sent cases for debarring/Blacklisting and will initiate/Take action in light of approved procedure/mechanism as per KPPRA Act section 29 (2) read with KPPRA Rule (44).
  5. Electronic Bids will remain valid for 90 days from the closing date of bids.
  6. The PEC and KPPRA registration (Active tax payer) must be valid for current financial year.
  7. If the evaluated electronic bid costs of two or more bidders are found equal then the successful bidders will be declared through draw toss.
  8. The Centralized Enlisted contractor with C&W department for the current financial year who wants to participate in tendering process may approach Directorate General LG &RDD Peshawar within two days before closing time of electronic apply for uploading their name on the official website i.e. (www.lgkp.gov.pk).
  9. The employer has the authority to reject any E-bids or all E-bid assigning valid reasons.
  10. All applicable taxes will be recoverable as per directives of the government in vogue.
  11. Any addition made in the terms & conditions in the NIT advertised will be implemented as per KPPRA Rules.
