  1. The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded from the official website of LGE & RDD (www.lgkp.gov.pk) after one day of publishing NIT.
  1. The bidders are required to fill Electronic bids online and attach scan copy of Bid Security/Additional Security in shape of original Call Deposit receipt in the name of concerned Assistant Director LG & RDD Bannu (mentioned above) and submit hard copy of the same printed electronic bid form to the office of Assistant Director, LG & RDD Bannu.
  1. Electronic bids and original call deposits received through fax or by hand will not be acceptable.
  1. Sealed bids sent through registered mail/courier service should reach up to the specified time and date as mentioned above.
  1. The Eligible bidder must have the relevant codes for the above mentioned works as per Pakistan Engineering Council.
  1. The contractor or his representative may be present at time of opening of electronic bids opening.
  1. The percentage of Bid Security shall be 2% of Engineer Estimate as per KPPRA Notification No. S.R.O (14)/Vol: 1-24/2021-22, dated 10th May 2022.
  1. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate.
  1.  The contractors quoting, their bids more, than. 10% below upto 20% below on Engineers' Estimate shall submit along with: their bids 8% Additional Security of Engineer's Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security then it will be considered as non-responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.
  1.  [Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineer's Estimated cost equal to the differential amount of submitted bid and Engineers’ Estimate along with detailed rate analysis]'. in case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the 2nd  lowest bidder and so on will be considered accordingly.
  1.  In case detailed rate analysis submitted with the bids is, in view of the Procuring Entity, not convincing, the Head of the Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reasons thereof.
  1. The procuring entity may offer the contract to, next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
  1. After commencements of work by, the successful bidder, the procuring entity may replace the Additional Security with a bank guarantee of the same amount from the scheduled bank; if the already deposited security' is 'not in the form of bank guarantee.
  1. The Additional Security shall be released to the contractor in four installments i.e. 1st installment of 25% to be released upon completion of 25% of the project, 2nd installment of 25% to be released upon completion of 50% of the project, 3rd installment of 25% to be released upon completion of 75% of the project and the 4th  installment of 25% to be released after 100% completion of the project.
  1. Any Electronic Bidder who provide false, or materially inaccurate or incomplete or do not send information in hard form will be disqualified as per KPPRA Act Section 29 (1) read with KPPRA Rule (43). Furthermore this office will be recommended cases for debarring/black listing and will be initiate/take action in light of approved procedure/ mechanism as per KPPRA Act section 29 (2) read with KPPRA Rule (44).
  1. Electronic Bids will remain valid for 90 days from the closing date of bids. (As decided by this office in light of Standard Bidding documents).
  1. In case the bid becomes tie the award of contract shall be decided through a free toss which shall be final.
  1. The PEC and KPPRA registration (Active tax payer) must be valid for current financial year.
  1. The Centralized Enlisted contractors with C&W Department for the current financial year who wants to participate in tendering process may approach Directorate General LG & RDD Peshawar within two days before closing time of electronic apply for uploading their names on the official website i.e. (www.lgkp.gov.pk).
  1. Bid security of the 1st, 2nd & 3rd lowest bidder for the specific will be retained by the Department till the approval of bids.
  1. All applicable taxes will be recoverable as per directives of the government in vogue.
  1. All bidders are required to be registered with the Khyber Pakhtunkhwa Revenue Authority, Established under Khyber Pakhtunkhwa Finance Act, 2013 (Khyber Pakhtunkhwa Act No. XXI of 2013), for works, consulting and non-consulting services as listed in Schedule-II of the Act ibid.
  1. Any addition made in the terms of & conditions in the NIT advertised will be implemented as per KPPRA Rules.
