e-Bidding System

Terms and conditions:                              

1. The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded Standard bidding documents(SBD) from the official website of LG& RDD (www.lgkp.gov.pk) after one day of publishing NIT.
2. The bidders are required to fill electronic bids online and attach scan copy of bid security in shape of original call deposits in the name of procuring entity(Assistant Director LG&RDD Kurram) along with (Additional security if any) and submit hard copy of the same printed electronic bid to the procuring entity/executing Agency.
3. Electronic bids and original call deposits received through fax or by hand will not be acceptable.
4. Sealed bids sent through registered mail/courier service should reach up to the specified time and date as mention above.
5. The eligible bidder must be entitled for PEC Codes EE11(i), EE 11(vv):Installation of Solar Power LED street Lighting System .
6. The contractor or his representative may be present at time of opening of electronic bids opening.
7. The call deposits i.e. bid security for the work/contract must be prepared after publishing of NIT, before closing time of the electronic bid apply.
8. The Contractor quoting their bids up to a limit of 10% below Engineer Estimate shall submit bid security @2% only of Engineer Estimate.
9.  The Contractor quoting their bids more than 10% below up to 20% below on Engineer’s Estimate shall submit along with their bid 8% Additional security of Engineer’s estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security then it will be considered as Non-Responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly. 
10. Similarly, a contractor quoting bid more than 20% below shall submit  with his bid an additional security on Engineers Estimated Cost equal to the differential amount of submitted bid and Engineers’ Estimate along with detailed Rate Analysis (If a contractor quote e.g 25%below engineer estimate bid then he has to deposit along with his bid 2% bid security and 25% additional security of engineer estimate) .In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and /or required amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the 2^nd lowest bidder and so on will be considered accordingly. In case detailed rate analysis submitted with the bid is, in view of the procuring entity, not convincing, the head of the procuring entity may declare such bid as non-responsive without any forfeiture of bid security.  
11. In case of tie / draw amongst the responsive bidders, the bid may be decided through free toss which shall be considered as final. Any Electronic Bidder who provide false, or materially inaccurate or incomplete or do not send information in hard will be disqualified as per KPPRA Act Section 29 (1) read with KPPRA Rule (43). Furthermore the procuring Entity/Executing Agency will recommend and sent cases for debarring/Blacklisting and will initiate/take action in light of approved procedure/Mechanism as per KPPRA Act section 29 (2) read with KPPRA Rule (44).
12. Electronic Bids will remain valid for 90 days from the closing date of bids.
13. The PEC and KPRA registration (Active tax payer) must be valid for current Financial Year.
14. The Centralized Enlisted contractors with C&W department for the current financial year who wants to participate in tendering process may approach Directorate General LG&RDD Peshawar within two days before closing time of electronic apply for uploading their names on the official website i.e. (www.lgkp.gov.pk) .
15. Work Order will be issued to contractors subject to availability of funds.
16. CDRs will not be released to contractors till the award of contract.
17. All applicable taxes will be recoverable as per directives of the government in vogue.
18. As per KPPRA Rule 37 (9) no bidder shall be allowed to withdraw his bid till award of the contract or till bid is valid, whichever is earlier.
19. The original envelop complete in all respect must be delivered through courier to the Office of AD LG&RDD (Name concerned District/Tehsil) while the duplicate copy may be delivered through courier to the Directorate General LG&RDD Sector 20, B5 opposite NESPAK Office at Phase-V Hayatabad Peshawar before closing time of bid.
20. Any addition made in terms of conditions in the NIT advertised will be implemented as per KPPRA Rules.
