NOTICE INVITING E- BIDDING
SINGLE STAGE SINGLE ENVELOPE E-BIDDING SYSTEM
Sealed Tender Based on MRS-2022 (2nd-Bi Annual)/Non MRS items are invited by ADLG&RDD Office (HQ) District Kolai Pallas l for Repair and Maintenance of various capacities of Transformers from the Contractors/Firms/Workshops registered with PEC in relevant category and Enlisted with Local Govt and Rural Development Department Khyber Pakhtunkhwa, as per centralized Enlistment policy of the Government of Khyber Pakhtunkhwa for current financial year as per following Schedule.

The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded from the official website of LG& RDD (www.lgkp.gov.pk) after one day of publication of NIT.

Contractors/Firms/Workshops Registered/Prequalified with PESCO/WAPDA are eligible to participate in Tender.

The Contractors quoting their bid up to a limit of 10% below Engineer’s Estimate shall submit Bid Security to the extent of 2% Engineer’s Estimate only.

The Contractors quoting their bids more than 10% below up to 20% below on Engineer’s Estimate shall submit 8% additional security in addition to 2% bid security along with their bids. If the bid is not accompanied with the required amount of additional security then it will be considered as non-responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly.

The Contractors quoting their bid more than 20% below shall submit with his bid an additional security on Engineer’s Estimated cost equal to differential amount of submitted bid and Engineers Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and required amount of additional security, then the said bid shall be considered as non- responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of government and the 2nd - lowest bidder and so on will be considered accordingly.

The bidders are required to fill electronic bids online and upload scanned copy of bid securities in shape of original call deposits in the name of Assistant Director LG&RDD Kolai Pallas along with (Additional security if any) and submit hard copy of the same printed electronic bid form to the office of AD(Senior) Kolai Pallas.

Printed Electronic bids forms and original call deposits received through fax or by hand will not be acceptable.

Sealed bids sent through registered mail/courier services should reach office up to the specified time and date as mentioned above.

The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.

The bidders must attach the enlistment documents of (KPRA, C&W, LG&RDD, PESCO/WAPDA), CNIC, PEC registration and documents supporting analysis with Tender form.

The contractor or his representative may be present at the time of opening of electronic bids.

The call deposits i.e. bid security along with (Additional security if any) for the work must be prepared after publication of NIT and before closing time of the electronic bid submission.

Any Electronic Bidder who provide false, or materially inaccurate or incomplete or do not send information in hard will be disqualified as per KPPRA Act Section 29 (1) read with KPPRA Rule (43). Furthermore, the procuring Entity/Executing Agency will recommend and sent cases for Debarring/Blacklisting and will initiate/take action in light of approved procedure/mechanism as per KPPRA Act section 29 (2) read with KPPRA Rule (44).

Electronic Bids will remain valid for 90 days from the closing date of bids.

The PEC and KPRA registration (Active tax payer) must be valid for current Financial Year.

The Centralized Enlisted contractors with C&W department for the current financial year who wants to participate in tendering process may approach Directorate General LG&RDD Peshawar within two days before closing time of electronic apply for uploading their names on the official website i.e. (www.lgkp.gov.pk).

All applicable taxes will be recoverable as per directives of the government in vogue.

As Per KPPRA Rule Section 37(9) “No bidder shall be allowed to withdraw his bid till award of the contract or till bid is valid, whichever is earlier”.

Successful bidder is bound to receive work order with in seven days and to start work immediately after receipt of Work Order.

Successful bidder is bound to carry out repair/maintenance work as per PESCO/WAPDA specifications.

The procurement authority reserves the right to reject any or all bids by mentioning cogent reasons.

Any addition made in terms and conditions in the NIT advertised will be implemented as per KPPRA Rules.
