  1. The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded from the official website of LGE&RDD (www.lgkp.gov.pk) after one day of publishing NIT. The last date and time of submission of electronic tender form is 24 December, 2024 at 12:00 PM, while the date and time of opening of electronic bids is 24 December, 2024 at 2:00 PM.
  2. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate in the shape of original call deposits for the schemes in the name of Assistant Director Senior, Local Government & Rural Development Department, Torghar and submit hard copy of the same printed electronic bid form to the Office of the Assistant Director Senior, Local Government & Rural Development Department, District Torghar.
  3. The contractors quoting their bids more than 10% below up to 20% below on Engineers' Estimate shall submit along with their bids 8% Additional Security of Engineer's Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security, then will be considered as non-responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly.
  4. Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineer's Estimated cost equal to the differential amount of submitted bid and Engineers' Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the 2nd lowest bidder and so on will be considered accordingly.
  5. Bid Security of the 1st, 2nd and 3rd lowest bidder for the specific will be retained by the Department till the approvals of the bids.
  6. In case detailed rate analysis submitted with the bids is in view of the Procuring Entity, not convincing, the Head of the Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reason thereof.
  7. Electronic bids and original call deposit’s received through fax or by hand will not be acceptable. Sealed bids sent through registered mail/courier service should reach up to the specified time and date as mentioned above.
  8. The original envelop complete in all respect must be delivered through courier to the office of Assistant Director Senior LG&RDD Tehsil Head Quarter Judbah District Torghar while the duplicate copy may be delivered through courier to the Directorate General LG&RDD Plot No.20, Sector B-5, Phase V Hayatabad, Peshawar before closing time of bid.
  9. The time for completion of scheme shall be as per work order. The contractor or his representative can be present at time of opening of electronic bids opening.
  10. The call deposits i.e. bid security for the work / contract must be prepared after publishing of NIT and before closing time of the electronic bid apply.
  11. In case of tie / draw amongst the responsive bidders, the bid may be decided through free toss which shall be considered as final.
  12. The eligible bidder must have the relevant codes for the above mentioned works as per PEC.
  13. Any electronic bidder who provide false, or materially inaccurate or incomplete or do not send information in hard form will be disqualified as per KPPRA Act Section 29 (1) read with KPPRA Rule (43). Furthermore, the Office of the Assistant Director, LG&RDD, Torghar will recommend and sent cases for debarring / blacklisting and will initiate / take action in light of approved procedure / mechanism as per KPPRA Act Section 29 (2) read with KPPRA Rule (44). The contractor who is already debarred by the LGE&RDD can’t participate in these electronic tenders.
  14. All bidders are required to be registered with Khyber Pakhtunkhwa Finance Act 2013(Khyber Pakhtunkhwa) Act No. XXI of 2013), for works, consulting and non-consulting service as listed in Scheduled-II of the Act ibid. The PEC and KPRA registration (Active Tax Payer) must be valid for current Financial year.
  15. Electronic Bids will remain valid for 180 days from the closing date of bids.
  16. The Centralized Enlisted contractors with C&W department for the current financial year who wants to participate in tendering process may approach Directorate General LG&RDD, Phase-V, Hayatabad Peshawar within two days before closing time of electronic apply for uploading their names on the official website i.e. (www.lgkp.gov.pk).
  17. The bidding documents can be downloaded from the official website.
  18. All material testing and all sorts of tests will be performed by the contractor on the demand of procuring entity.
  19. The procuring entity may reject all bids or proposals at any time prior to the acceptance of a bid or proposal in light of Rule No.47
  20. Any addition made in the terms & conditions in the NIT advertised will be implemented as per KPPRA Rules.
