(NOTICE INVITING E-BIDDING)

Sealed tenders under KPPRA Rule No. 14(2)(b) “Single Stage Two Envelopes bidding”, are hereby invited from the SNGPL approved Firms/Contractors Enlisted with UADA, Swat and registered with Pakistan Engineering Council (PEC) who have paid their registration/renewal fee for the year 2024-25 for the under mentioned work.

TERMS& CONDITIONS

Office of the Director, UADA, Swat invites technical proposals of Contractors/Firms along with sealed financial proposal (Single Stage-Two Envelopes Bidding Procedure) for above mentioned work from interested eligible approved SNGPL Contractors/Firms. All interested bidders are required to submit documents as per following brief in support of their technical/financial proposal.

1. Basic Eligibility: The Contractor/firms must have valid registration i.e. 2024-25 of PEC in Category mentioned above, Certificate of SNGPL, valid registration with tax authorities i.e. (NTN, KPRA), Enlistment of UADA Swat, and Affidavit duly attested by Oath Commissioner for not blacklisting.
2. Technical Proposal: shall consist of the documents mentioned in the Bid Data Sheet under heading IB 11.1 A&B. The same will be evaluated in accordance with the criteria mentioned in bidding document as per Appendix-F.
3. Financial Proposal: shall consist the documents such as BOQ, 2% Call Deposit of the Estimated Cost in the name of Director, UADA, Swat from scheduled branch & shall be from the account of Contractor/bidder/firm, and KPRA Registration.
4. Enlistment with UADA Swat: shall be done upto two (02) days prior to bid opening date in order to obtain username and password for E-bidding and downloading of bidding documents. Two days prior is a cutoff date for enlistment with UADA, Swat, after which enlistment with UADA, Swat shall not be done for the above work. The enlistment of firm/contractor shall not be considered pre-qualification for the said works and all documents required for the above works shall be furnished with each bid whether or not provided at the time of enlistment.
5. Bidding Documents: The contractors/firms/bidders via E-bidding on LGE&RDD website (Swat Development Authority), at http://ebidding.lcbkp.gov.pk can download the bidding documents up to one day prior to the bid opening and submission date. Bidding Documents can also be obtained from the office of the undersigned upon payment of Tender Documents Fee. The tender documents fee is non-refundable, and shall be submitted with the Technical Bid in shape of Demand Draft in the name of Director, UADA Swat.
6. Bids more than 10% below upto 20%, and more than 20% below shall be in compliance with the KPPRA Notification No.  S.R.O. (14)/Vol: 1-24/2021-22, dated 10-05-2022.
7. The Technical and Financial bids must reach through REGISTERED COURIER SERVICE on mentioned date prior to bid receipt time as prescribed in this NIT. The technical bids will be opened on the date mentioned above. The detailed terms and conditions are mentioned in the bidding documents.
8. All the Government Taxes (Federal, Provincial & any other) will be deducted as per prevailing Government policy.
9. All the bidders must be registered and in the Active tax payers’ list of the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Act, 2013(KP Act No. XXI of 2013).
10. The procuring entity may reject all Bids or any proposal/Bid at any time prior to acceptance of a bid or proposals. The procuring entity shall upon request communicate to any contractor who submitted a bid or proposal the grounds for rejection or of all bids or proposals as per Section 47(1) of KPPRA Rules 2014.
11. Any disfiguring/overwriting manipulation in the tender shall be liable to rejection.
