e-Bidding System

TERMS & CONDITIONS.

1. Tender form / BOQ can be downloaded after publication in newspapers by the original registered contractors from Local Council Board website ( ebiding.lcbkp.gov.pk ).
2. Option of printing of tender will be visible only to the enlisted contractors on provide online percentage of above / below along with amount, bank and date of earnest money and additional security in case of below more than 10% below agreeing with terms & conditions tender.
3. All the Contractors/ Firms have an option to withdraw their bids online upto closing time of tender if they intend not to participate and biding  incase they have applied rate online then they shall be compelled to submit printed tenders documents along with requisite documents to Tehsil Municipal Administration Katlang, otherwise will be liable to declared  as black listed as per notification AOI/LCB/19-6-2017 dated 19-06-2017.   
4. Any tender or offer of works made by any enlisted contractor without filling bids online shall be null and void henceforth.
5. The TMA Katlang shall award and print work order through New E-Tendering System any work awarded and work order issued by the TMA without E-Tendering System shall be null and void henceforth.
6. The documents must be attached with the bids such as i ) 2% Earnest Money in shape of original call deposit in the name of Tehsil Municipal Officer, TMA Katlang from scheduled banks, ii ) Enlistment copy of Local Council Board for the year 2020-21.  iii ) Registration copy of Pakistan Engineering Council for the year 2020-21.          iv ) KPPRA  Registration  for the year 2020-21.  v) Copy of CNIC, for each scheme in a separate envelope highlighting name of work ( written over the envelope ).
7. Sealed bids must be sent through Registered Mail / Couriers service should reached on (11-08-2020) upto 12:00 PM and will be opened on the same date at 12-00 PM in the presence of bidders by the tender Committee. Delay in delivery of the tender documents will be the responsibility of bidders.
8. In case of bid/rate quoted by the bider more than 10% below engineering estimate, the Additional Bid Security shall be sought from the successful bidder ONLY to the extent of bid more than 10% Below Engineering Estimate in the Form of percentage. The Amount of Additional Bid Security shall be equal to the impact of financial difference occurring in the quoted rate beyond 10% below engineer estimate (Notification No. KPPRA/M&E/Estt:/1-17/2019-20 dated Peshawar the June 12^th 2020.
9. In such eventuality the successful bidder shall be bound to produce the additional bid security within Three (03) working days from the issuance of letter of Acceptance failing which the procuring entity shall forfeit the bid security of successful bidder and may also initate legal proceeding against the bidder who repudiated the contract under KPPRA procurement rules. (Notification No. KPPRA/M&E/Estt:/1-17/2019-20 dated Peshawar, the June 12^th 2020.
10. The tender forms and BOQs must be signed by the original contractors.
11. Bid Security of the Entire bidder will be retained by the Employer till approval of tender/ bids validity period.
12. Complete bid both “ Original & duplicate “ must reach to the TMA Katlang on or before the fixed date / time.
13. Any bidder who provided incorrect information shall be disqualified.
14. In case of bids became tie the award of contract shall be decided through draw  amount them.
15. Department will not be bound to provide any machinery/Testing Laboratory its expenses will be borne by the contractor/Company/Firm themselves.
16. All bidders are required to be registered with the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act, 2013. Khyber Pakhtunkhwa, Act No. XI of 2013 for work, consulting and non-consulting services as listed in the schedule-II of the Act/ibid.

NOTE: work order will be issued after the release of fund form government.
