Tehsil Municipal Administration Baffa Pakhal invites sealed tenders/Bids from the eligible Firms/Contractors registered with Pakistan Engineering Council (PEC), enlisted with Local Council Board Khyber Pakhtunkhwa and Khyber Pakhtunkhwa Revenue Authority (KPRA). The registrations should be renewed for the current year 2021-22, for the following developmental schemes/works, with the mentioned below Terms and condition:-

Tender form and BOQ, can be downloaded after two days of wide publicity on the website www.lgkp.gov.pk.

The award of contract shall be on the basis of above/below engineer estimate.

The contractors quoting their bids upto a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate.

The contractors quoting their bids more than 10% below up-to 20% below on Engineer's Estimate shall submit along-with their bids 8% Additional Security of Engineer's Estimated cost in addition to 2% bid security. If the bid is not accompained with the required amount of Additional Security then it will be considered as non-responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.

Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineer's Estimated cost equal to the differential amount of submitted bid and Engineer's Estimate along with detailed rate analysis. In case of more than 20% below bid, if the bid is not accompained by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the 2nd lowest bidder and so on will be considered accordingly.

In case detailed rate analysis submitted with the bids is, in view of the Procuring Entity, not convincing, the head of the Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reasons thereof.

The Additional security shall be released to the contractor in four installments i.e 1st installment of 25% to be released upon completion of 25% of the project. 2nd installment of 25% to be released upon completion of 50% of the project. 3rd installment of 25% to be released after 100% completion of the project.

Any such effert to conspire to cartel making shall be considered as violaion of Rule 44 and shall be attributed towards mis-procurement undere Rule 54 of Procurement Rules ibid.

The following documents are compulsory with tender form:
i. The fresh Registration of LCB.
ii. The fresh Registration of KPPRA Revenue.
iii. The downloaded BOQ, Terms & Conditions, CD and Additional Security must be attached.

Those schemes which are exceed from 2.00 million, then the contractor must be adhered to install concrete batching plant at the site.

After issuing the work order, if the contractor / firm is not commence the work in one week, then the tender will be cancelled including forfeiting of security.

According to the Government Laws, all the taxes will be deducted.

Incase of receiving equal offers / tie, the award of contract shall be decided through a free toss which shall be final.

All those contractor which have incompleted / pending works, to avoid to participate in the tenders and to concentrate / priority on completion of previous incompleted schemes.

Work order will be issued on the availability of funds with Tehsil Municipal Administration, Baffa Pakhal.
