  1. Tender Form/ BOQ can be downloaded after publication in the newspapers by the original registered contractors from Local Council Board website. (www.lgkp.gov.pk)
  2. The contractor quoting their bid up to a limit of 10 % below on Engineer estimate shall submit bid security @ 2% of Engineer estimate.
  3. The contractors quoting their bid more than 10% below up to 20 % below on Engineers estimate shall submit along with their bid 8 % additional security of Engineer estimate cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security then it will considered as non- responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be consider accordingly.
  4. Similarly a contractor quoting bid more than 20 % below shall submit with his bid an additional security on Engineer estimate cost equal to the differential amount of submitted bid and engineer estimate along with detail rate analysis, in case of more than 20 % below bid, if the bid is not accompanied by the detail rate analysis and / or required amount of additional security, then the said bid shall be forfeited in favour of Government and the 2nd Lowes bidder and so on will be considered accordingly.
  5. In case detailed rate analysis submitted with the bid is in view of the procuring entity not convincing, the head of the procuring entity may declare such bid non responsive without any forfeiture of bid securities and record reason therefore.
  6. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.
  7. After commencement of work by the successful bidder, the procuring entity may replace the additional security with a bank guarantee of the same amount from the scheduled bank it the already deposited security is not in the form of bank guarantee
  8. Sealed bids must be sent through Registered Mail/ Couriers Service should reached on up to 18/01/2023 12:00 PM and will be opened on the same date at 12:30 PM in the presence of bidders by the Tender Committee. Delay in delivery of the tender documents will be the responsibility of bidders.
  9. The tenders shall be processed according to “Above/ Below System” based on Market Rate System 2022 bi annual.
  10. The Tender Forms and BOQs must be signed by the original contractor.
  11. The successful contractors have to pay stamp duty alongwith contingency charges and all applicable Provincial/ Federal Government taxes issued from time to time.
  12. Bid security of some or all the bidders will be retained by the employer till approval of Tender/ Bid validity period.
  13. Complete bids both (Original and Duplicate) must reach to the TMA Khadukhel  on or before Last date & time for submission of tender .
  14. Incomplete/ conditional or telegraphic tenders shall not be accepted.
  15. The Department will not bound to provide any machinery/ testing laboratory and the total cost on it will be borne by the contractors themselves.
  16. Any bidder who provides incorrect information shall be disqualified.
  17. In case of bids become tie the award of contract shall be decided through a free toss which shall be binding and final.
  18. The work order will be issued as per release of fund.
