Tehsil Municipal Administration Balakot invite sealed E-Tender for Different Developmental Schemes out of Saving of RDI 2019-20 (668) , RDI 2020-21 & Technical Supplementary Grant 2021-22 from those contractors who have renewed their registration in the relevant category for the year 2022-23, from Local Council Board Khyber Pakhtunkhwa Peshawar.
Terms & Conditions:
1- The award of contract shall be on the basis of above/below engineer estimate on MRS 2022 instead of item rate basis.
2- The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate.
3- The contractors quoting their bids more than 10% below up to 20% below on Engineers Estimate shall submit along with their bids 8% Additional Security of Engineers Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security then it will be considered as non-responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.
4- Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineer’s estimated cost equal to the differential amount of submitted bid and Engineer Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the 2nd lowest bidder and so on will be considered accordingly.
5- In case detailed rate analysis submitted with the bids is in view of the Procuring Entity, not convincing, the head of the Procuring Entity may declare such bid as non-responsive without any forfeiture of bid securities and record reasons thereof.
6- The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such tow bids or may advertise procurement opportunity afresh.
7- The Additional Security shall be released to the contractor in four installments i.e. 1st installment of 25% to be released upon completion of 25% of the project, 2nd installment of 25% to be released upon completion of 50% of the project, 3rd installment of 25% to be released upon completion of 75% of the project and the 4th installment of 25% to be released after 100% completion of the project.
8- The following documents are compulsory with tender form.
i. The fresh Registration of LCB. ii. The fresh Registration of KP Revenue Authority.
iii. The downloaded BOQ must be attached. iv. The attested CNIC copy of MD / Owner duly attested by 17 or above officer.
9- After issuing the work order, if the contractor / firm is not commence the work in one week, then the tender will be cancelled including forfeiting of security.
10- According to the Government Laws, all the taxes will be deducted.
11- In case of receiving equal offers / tie, the award of contract shall be decided through a free toss which shall be final.
12- Work order will be issued on the availability of funds with Tehsil Municipal Administration, Balakot.
13- Tender form and BOQ, can be downloaded after twelve (12) days of wide publicity on the website www.lgkp.gov.pk.
14- The rules and regulation / instructions in future if issued by Provincial Govt. of KPK will be applicable.
