1. Tender form / BOQ can be downloaded after publication in the newspapers by the original registered contractors form Local Council Board website (ebidding.lcbkp.gov.pk).
2. The Government of Khyber Pakhtunkhwa Local Government Election & Rural Development Department (LCB) Peshawar to ensure maximum transparency in the process of the existing E-tendering system by introducing E-bidding system circulate vide notification No. AOI/LCB/Estt:/19-06-2017 dated 19.06.2017, that all the Local Council in the province of Khyber Pakhtunkhwa shall offer their contractor through new E-bidding system.
3. All the enlisted contractor of Local Council Board shall offer their bids by filling rates online w.e.f the date of publication.
4. Option of printing of tender will be visible only to the enlisted contractors on providing online percentage of above/below along with amount, bank draft No. & date of earnest money and additional security in case of below than 10% and agreeing with terms and condition of tender.
5. All the enlisted contractors have an option to withdraw their bids online upto closing time of tender if they intend not to participate in bidding. In case they have applied rates online then they shall be compelled to submit printed tenders documents along with requisite documents to TMA Takht-e-Nasrati otherwise will be liable to be declared as black listed.
6. Any tender or offer of works made by any enlisted contract without filling bids online shall be null and void henceforth.
7. The TMA Takht-e-Nasrati shall award and print work through new E-Tendering system. Any work awarded and work order issued by TMA without E-Tendering system shall be null and void henceforth.
8. The documents must be attached with the bid such as (i) 2% earnest money in shape of original call deposit in the name of TMO, TMA Takht-e-Nasrati from scheduled banks (ii). Enlistment copy of Local Council Board for the year 2019-20 (iii). Registration copy of Pakistan Engineering Council for 2020-21 and (iv). Copy of CNIC & (v). Copy of KPRA Registration for 2020-21 for each schemes in a separate envelope highlighting name of work (written over the envelope).
9. Sealed bids bids must be sent through registered mail / courier service before or on dated fixed for opening and will be opened on the same date at 02:00 PM in the presence of bidders by the tender committee. Delay in delivery of the tender documents will be the responsibility of bidders and will not be entertained after 12:00 PM.
10. Bidder who submitted their financial bids without a valid call deposit will be barred from participating in bidding process for one year.
12. In Case of bid/rate quoted by the bidder more than 10% below, the contractor is bound to deposit 8% additional amount.
13. The tender shall be processed according to “above / below system” based on market rate system.
14. The engineer estimate is framed on the MRS 2020-21.
15. Tender forms and BOQs must be signed by the original contractor.
16. The successful contractors have to pay stamp duty along with all applicable Provincial / Federal Government Taxes issued from time to time.
17. Bid security of some or all the bidders will be retained by the employer till approval of tender / bid validity period.
18. Complete bids both (original and duplicate) must reach to TMA Takht-e-Nasrati on or before the fixed messenger by TMA Takht-e-Nasrati as per instruction of the Provincial Government.
19. Incomplete / conditional or telegraphic tenders shall not be accepted.
20. The Department will not bind to provide any machinery / testing laboratory and the total cost on it will be borne by the contractors themselves.
21. Any bidders who provide incorrect information should be disqualified.
22. In case of bids become tie the award of contract shall be decided through free toss which shall be bounded as final.
23. The bidders should be enlisted with the Khyber Pakhtunkhwa Revenue authority, as per KPPRA rules.
24. The work orders will be issued on release of funds from Provincial Government, Khyber Pakhtunkhwa, Peshawar.
25. Other terms & conditions / guidelines, if required can be obtained from this TMA at any working day during official hours.
26. Incase of Solar Project, only those contractors bid shall be entertained, whose Firms have been awarded specified code of Solar and only approved / Registered Company Solar material will be installed.
27. All those contract, who have incomplete / pending works, avoid to participate in the tenders and to concentrate / priority of previous incomplete schemes.
28. Bid securities of 1st, 2nd and 3rd lowest bidders shall be retained till signing of the contractor agreement with the lowest responsive bidder.
29. All the prevailing act / rules and others Government notifications will be applicable.
Note:- Work orders of the aforementioned schemes will be issued to the contractor subject to availability of fund.
