                                      (Notice Inviting E. Short Bidding)

Sealed bids on the basis of “SINGLE STAGE SINGLE ENVELOPES SYSTEM” under Rule 14 (2) (a) of KPPRA Rules 2014, are hereby invited from Provincial Enlistment Committee Khyber Pakhtunkhwa / PDA enlisted Contractor / firms who registered with Pakistan Engineering Council (PEC), Khyber Pakhtunkhwa Revenue Authority (KPRA)   for the current year 2020-2021, on percentage above/below on the BOQ/Cost estimate based on MRS-2020 for the following work.

TERMS& CONDITION

1. The contractor / firm shall apply online via E- bidding on PDA web site, at www.pda.gkp.pk. The advertisement can also be seen on KPPRA website at www.kppra.gov.pkup to one day prior to schedule opening dates. Interested contractors/firms are requested to obtain user name and password from P&D Section of PDA to apply online and download bedding documents i/c BOQ.

2. 2% (two percent) earnest money shall be submitted from the account of the firm/bidder/contractor who submits the bid, the same must be accompanied with the bidding documents in the shape of call deposit in the name of Director General PDA from scheduled Banks having branches at Peshawar. Copies of the requisite documents like enlistment/renewal, Income Tax Certificate and PEC Registrations, NTN, Affidavit of never been black-listed by the Government / Semi-Government or any Autonomous body, etc must be attached with the bidding documents, while original be produced to the Tender Opening Committee for confirmation at the time of opening of the tender.

3. Affidavit to the affect that all Documents / Particular / Information furnished in connection is true and genuine and any false data/documents/ information provided by the contractor may result the firm in disqualification / blacklisting at any stage.

4. The bidding documents fee in shape of call deposit shall be added separately with bidding documents in favor of the Director General PDA. 

5. All plants shall to be Supply, Plantation and maintain by the contractor for 03-Months and payment of plants shall be made in 02-Intallments i.e

i.    50% payment will be made on Plantation.

ii.   50% payment will be made after 03-Motnhs, only for alive and healthy plants.

6. Payment of turfing shall be made after 1^st covered lawn grass cutting.

7. Incomplete /disfiguring/overwriting/ delayed bids shall be considered non responsive. 

8. All federal and provincial duties/stamp duty/taxes including kpra sales tax etc will be recoverable as per directives of the government issued from time to time.

9. In case the bid becomes tie, the work will be retendered.

10. The Firms/ contractor shall submit their bids by pressing / clicking “Finalize” option in the “Bid Details” section of E-bidding. After that the generated tender form shall be printed, signed and submitted along with BOQ and other documents mentioned in condition No 2 of this NIT.

11. In case of bid / rate quoted by the bidder more than 10% below engineer estimate, the additional bid security shall be provided by the successful bidder only to the extent of bid more than 10% the engineer estimate in the form of percentage. The amount of additional bid security shall be equal to the impact of financial difference occurring in the quoted rate beyond 10% below engineer estimate vide Notification No KPPRA/M&E/Esst:/1-17/2019-20, dated 12.06.2020.

12. In such eventuality, the successful bidder shall be bound to produce the additional bid security within three (03) working days from the issuance of letter of acceptance, failing to which bid security of successful bidder will be forfeited and legal proceeding will also be initiated against the bidder who repudiated the contract under KPPRA procurement rules. 

13. Any item not reflect3ed in the BOQ and required at site, shall be paid in accordance with MRS-2020/prevailing market rates with the approval of the competent authority.        

14. The procuring entity may reject any or all bids at any time prior to the acceptance of a bid. The procuring entity shall upon request communicate to any contractor who submitted a bid, the grounds for rejection of all bids, as per KPPRA 47(1).

15. After applying, the documents must reach through registered courier service on mentioned date. Tender received via REGISTERED COURIER SERVICE will be entertained only and application received by hand /late will not be entertained.

16. Other terms and conditions can be seen in the office of the undersigned on any working day during office hours.

17.  Validity of bid will be 90 days from the date opening of bids.

18. All the bidders must be registered and in the active Tax payer list of the Khyber Pakhtunkhwa Revenue Authority , established under the Khyber Pakhtunkhwa Finance Act,2013(KP Act No  XXI of 2013.
19. Bid security of the bidder shall be retained by the procurement entity till approval of tender or bid validity period.

20. Any corrigendum / addendum in aforementioned terms and conditions would be communicated to all the issuers.

21. The procuring entity may reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The procuring entity shall upon request communicate to any contractor or consultant who submitted a bid or proposal, the grounds for rejection of all bids or proposals
