(Notice Inviting E. Bidding Tenders)

Sealed bids on the basis of “SINGLE STAGE SINGLE ENVELOPE SYSTEM” under Rule 14 (2) (a) of KPPRA Rules 2014, are hereby invited from Provincial Enlistment Committee Khyber Pakhtunkhwa / PDA enlisted Contractor / firms who are registered with Pakistan Engineering Council (PEC), Khyber Pakhtunkhwa Revenue Authority (KPRA)   for the current year 2021-22 having sufficient experience in the field of works given below, on percentage above/below, up to Two Decimal (0.00) on the BOQ/Engineer cost estimate for the following works. Estimated Cost is based on MRS-2021.

TERMS& CONDITION

1. The contractor / firm shall apply online via E- bidding on PDA web site, at www.pda.gkp.pk. The advertisement can also be seen on KPPRA website at www.kppra.gov.pk up to 2400 Hrs dated 06-12-2021. Interested contractors/firms are requested to obtain user name and password from P&D Section of PDA to apply online and download tender form including Bill of Quantities (BOQ).

2. 2% (two percent) earnest money shall be submitted from the account of the firm/bidder/contractor who submits the bid, the same must be accompanied with the bidding documents in the shape of call deposit in the name of Director General PDA from scheduled Banks having branches at Peshawar. Copies of the requisite documents like enlistment/renewal, Income Tax Certificate and valid Pakistan Engineering Council Registrations, NTN ( active tax payers list of the FBR)etc must be attached with the bidding documents, while original be produced to the Tender Opening Committee for confirmation at the time of opening of the tender, otherwise bid  shall not be considered.
3. Being specialized works having experience of sports related works in hand (Minimum 02-Nos having limit more than Rs.10.00 (Million).
4. Sports related works completion certificate (Minimum 02-Nos having limit more than Rs.10.00 Million in last 05-years.
5. The bidding documents fee in shape of call deposit amounting to Rs. 1000/- or in cash be submitted separately in favor of the Director General PDA.
6. Incomplete /disfiguring/overwriting/ delayed bids shall be considered non responsive.
7. All federal and provincial duties/stamp duty/taxes including sales tax etc will be recoverable as per directives of the government issued from time to time.

8. The Firms/ contractor shall submit their bids by pressing / clicking “Finalize” option in the “Bid Details” section of E-bidding. After that the generated tender form shall be printed and submitted along with BOQ and other documents mentioned in condition No 2 of this NIT.

7. i) The contractors quoting their bids up to a limit 15% below Engineer Estimate shall submit bid security to the extent of 2% of Engineer Estimate only.

ii)      The contractor quoting their bids more than 15% below on engineer estimate shall submit along with their bids an additional security to the extent of their bid / rates more than 15% below on engineer estimate in the form of percentage.

iii)    In case the bidder quotes more than 15% below the engineer estimate and the bid is not accompanied by the additional security then the bid shall be considered as non responsive and the 2^nd lowest bidder and so on will be considered accordingly.

iv)     In case the contractor quotes more than 30% below on engineer estimate, the procuring entity shall, in addition to additional security, require the contractor to produce detailed rate analysis of his bid price in relation to any or all the items of bill of quantities, scope of work, allocation of risks and responsibilities and / or any other requirements of the bid solicitation documents.  The contract shall be awarded to the lowest evaluated bidder who has satisfied the procuring entity on rate analysis. However, if the procuring entity determines that the contractor has failed to demonstrate its capability to execute the contract at the offered price, the matter shall be referred to the next higher authority for rejection of the bid on the basis of being financially unviable.

8. Any item not reflected in the BOQ and required at site, shall be paid in accordance with MRS-2021 as per approved premium (above or below) or prevailing market rates with the approval of the competent authority.                                               
9. The procuring entity may reject all bids at any time prior to the acceptance of a bid. The procuring entity shall upon request communicate to any contractor who submitted a bid, the grounds for rejection of all bids, as per KPPRA 47(1).
10. After applying, the documents must reach through registered courier service on mentioned date & time, Tender Received late than the date and time mentioned above shall not be entertained Tender received via REGISTERED COURIER SERVICE will be entertained only.
11. Validity of bid will be 90 days from the opening of tender.
12. An affidavit that the firm has never been black listed or involved in litigation / arbitration.
13. An affidavit that Technical Staff will be available for the proposed works.   
14. All the bidders must be registered and in the active Tax payer list of the Khyber Pakhtunkhwa Revenue Authority , established under the Khyber Pakhtunkhwa Finance Act,2013(KP Act No  XXI of 2013.
