Sealed bids on the basis of “single stage One envelope system” under Rule 14 (2) (a) of KPPRA Rules 2014, are hereby invited from the PDA’s enlisted Contractors / Firms (or enlisted with provincial enlistment committee) who are registered with KPRA and Pakistan Engineering Council (PEC) for the year 2022-23 having sufficient experience in the field of works given below, on percentage above/below on the BOQ/Engineer cost estimate for the following works: -

TERMS & CONDITIONS

 

  1. Tender/Bidding documents including Tender Form and Bill of Quantity (BOQ) can be downloaded up to 2400 Hrs. dated: 27/09/2022from PDA website, www.pda.gkp.pk.
  2. 2% (two percent) earnest money/bid security of the Engineer Estimated Cost must be accompanied in the shape of Call Deposit in the name of Director General, Peshawar Development Authority Peshawar, from schedule banks in accordance with the Rule 20(2) of KPPRA Rules 2014.
  3. Matter pertaining to additional Security shall be in accordance with Notification No. S.R.O.(14)/Vol: 1-24/2021-22 dated 10/05/2022.
  4. The submission of Bids by the contractors implies that they are fully conversant with the site of work, scope of work and terms/conditions laid down in the tender / Bid documents.
  5. The contractors/firms satisfying the following requirements shall submit their bids electronically through E-bidding and must also send their bids in hard in sealed envelope through Registered Courier Service on/before the date/time mentioned above. Bids received by hand and/or late shall not be entertained.
  1. Income Tax Certificate / NTN from the concerned department showing Tax Payments regarding works / projects executed during last 3-years.
  2. Detail of technical staff i.e. B.Sc Civil Engineer (02 Nos. with at least 10 years and 03 years experience respectively), Diploma of Associate Engineer in Civil (02 Nos. with 10 years and 03 years respectively). An affidavit that the technical staff will be available for the proposed project.
  3. An affidavit that there is no dispute of the firm with any department or is involved in litigation/ arbitration.
  1. An affidavit that the firm has never been blacklisted.
  2. Only those contractors / firms having renewed enlistment for the year 2022-2023   

will be eligible to apply.

6.         Only up to two decimal digits (0.00) will be considered for evaluation of the quoted bid.  If any document submitted along with bid documents is found false / bogus, the registration of the contractor / firm shall stand cancelled / blacklisted.  Conditional / incomplete bids shall not be acceptable.

7.         If the Bid becomes a tie, the award of the contract shall be decided through a free toss which shall be binding and final.

8.         Any item not reflected in the BOQ and required at site, shall be paid in accordance with MRS-2022/prevailing market rates with the approval of the competent authority.                                                                                                                               

9.         All the Government taxes (Federal, Provincial & any other) will be deducted as per prevailing Government policy.

10.       Incomplete /disfiguring/ overwriting by hand &delayed bids shall be considered non-responsive.

11.       The procuring entity may reject all bids or any proposal/Bid at any time prior to the acceptance of a bid or proposals. The procuring entity shall upon request communicate to any contactor who submitted a bid or proposal, the grounds for rejection or of all bids or proposals as per Section 47(1) of KPPRA Rules 2014.

12.       Other terms & conditions pertaining to the work can be seen in the office of the undersigned at any working day during office hours.

13.       All the bidders should be registered with the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act, 2013(KP Act No. XXI of 2013)

14.       Validity of the bid will be 90-days from the date of opening of the tender.

15.       Any corrigendum/addendum in aforementioned terms and conditions would be notified through newspaper/website.
