PESHAWAR DEVELOPMENT AUTHORITY (PDA)

(NOTICE INVITING E-BIDDING)

               Sealed bids on the basis of “Single Stage Single Envelope System” under Rule 14 (2) (a) of KPPRA Rules 2014, are hereby invited from the contractors /firms enlisted with the Provincial Enlistment Committee Khyber Pakhtunkhwa / PDA for the current year and registered with Pakistan Engineering Council (PEC) for the current year having sufficient experience in the field of work given below, on percentage above / below on the BOQ/Engineer cost estimate based on MRS 2022 2^nd (Bi Annual).

TERMS & CONDITIONS

1. The contractor / firm shall apply only via E-Bidding on PDA web site, at www.pda.gkp.pk.  The advertisement can be seen on KPPRA website at www.kppra.gov.pk.

2. Online Tender Form / BOQ can be downloaded up to 24:00 one day prior to schedule opening dates respectively.  

3. 2% (two percent) earnest money / bid security of the Engineer Cost Estimate must be accompanied in the shape of Call Deposit in name of the Director General, Peshawar Development Authority Peshawar, from scheduled banks.

4. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate in accordance with the KPPRA notification S.R.O. (14)/Vol: 01-24/2021-22/6568-71 dated 10-05-2022.

1.  The contractors quoting their bids more than 10% below up to 20% below on Engineers Estimate shall submit along with their bids 8% additional Security of Engineer Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of Addition Security, then it will be considered as non-responsive and the 2% bid security shall be forfeited in favour of Government and the second lowest bidder and so on will be considered accordingly.  

2. (Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on engineer estimated cost equal to the differential amount of submitted bid and Engineers Estimate along with detailed rate analysis). In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non- responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the 2^nd lowest bidder and so on will be considered accordingly.     

3. In case detailed rate analysis submitted with the bids is, in view of the procuring Entity, not convincing, the Head of The Procuring Entity may declare such bid as non- responsive without any forfeiture of bid securities and record reasons thereof.  

4. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement opportunity afresh.

5. The Bidders shall submit their Bids with requisite documents i.e. Active NTN / Income Tax Certificate and registration with KPRA (Active), keeping in view the nature of work to the office of the undersigned through Registered Courier Service. The bids received by hand, unregistered Courier Service and late submitted bids shall not be entertained.

6. Bids will be opened in the office of the Chairman Procurement Committee of Works, PDA in the presence of Procurement Committee & Contractors / their representatives on the day and time mentioned above. In case, if Bids / Proposals are not opened on the above-mentioned date due to unforeseen reasons these shall be opened on the next working day at the same place & time.

7. Bid shall include a certificate to the effect that the firm is not involved in litigation with any Govt: Department on Stamp paper duly attested by Oath Commissioner. 

8. Only up to two decimal digits (0.00) will be considered for evaluation of the quoted bid. If any document submitted along with bid documents found false / bogus, the registration of the contractor / firm shall stands cancelled / blacklisted.

9. If the Bid becomes tie, it will be decided through open draw.

10. All the Government taxes (Federal, Provincial & any other) will be deducted as per prevailing Government policy.

11. The procuring entity may reject all bids or any proposal / Bid at any time prior to the acceptance of a bid or proposals. The procuring entity shall upon request communicate to any contactor who submitted a bid or proposal the grounds for rejection of any or all bids or proposals as per Section 47(1) of KPPRA Rules 2014.

12. Other terms & conditions pertaining to the work can be seen in the office of the undersigned at any working day during office hours.

13. All the bidders must be registered and in the active Tax Payer list of the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act, 2013(KP Act No. XXI of 2013).
