Terms & Conditions:

  1. Bid Soliciting Documents containing Instructions, Tender forms and BOQ can be downloaded by the original contractor available on the Web Sites of Urban Areas Development Authority (UADA) Abbottabad www.bidding.lcbkp.gov.pk
  2. The Bidders should be registered with UADA Abbottabad, Pakistan Engineering Council (PEC) and C&W Department Khyber Pakhtunkhwa for the year 2020-2021 in relevant Category.
  3. Copies of CNIC, National Income Tax certificate and his registration must be attached with tender documents and should have required documents showing general capabilities, financial soundness, general and relevant experience record, personnel capabilities, equipment details.
  4. Electronic Bids shall be submitted electronically on or before the fix date /time and original / duplicate copy of sealed tender documents will be submitted to this office and tender documents must reach upto the fixed dated and time mentioned above as per instructions of the Government Khyber Pakhtunkhwa.
  5. All the Contractors/Firms are bound to follow the instructions content KPPRA vide Notification No. KPRA/M&E/Estt:/1-17/2019-20 dated 12.06.2020 in continuation of KPRA Notification dated 24.05.2016, 06.06.2017 and dated 27.06.2018 the provincial Government /Khyber Pakhtunkhwa Public procurement Regulatory Authority (KPPRA) has been made following amendment for slandered bidding document for procurement works.
  1. The award of contractor shall be on the basis of above / below Engineer estimate on MRS instead of item rate basis.
  2. The percentage of bid security shall be 2% of the engineer estimate.
  3. In case of bid / rate quoted by the bidder more than 10% below engineer estimate, the 8% additional bid security in shape of CDR shall be provided.
  4. The procuring entity / executing agency may offer the contract to next lowest bidder after due diligence in the context of financial different between such two bids and the market analysis in order to discourage cartel making and to protect public interest at large.
  5. Any such efforts to conspire to cartel making shall be considered as violation of Rules 44 and shall be attributed towards mis-procurement under Rules 54 of procurement Rules ibid.
  1. Any Contractor who has not relevant code in relevant field or PEC/C&W/UADA has not authorized relevant codes those contractors could not participate in the bidding process. Those contractors who has relevant code in relevant field must be attached copy of enlistment where clearly mention codes. The Original documents to be checked by the bidding committee on the same day in the presence of contractors / authorized representatives. If any contractor who has not relevant code and participated in the bidding process the bidding committee has rights to send the case Provincial Government for debar / blacklisting.
  2. In case bids become tie, the award of contract shall be decided through a free toss which shall be binding and final.
  3. As per Provincial Government all the bidder / firms must to be registered with Khyber Pakhtunkhwa Revenue Authority established under the Khyber Pakhtunkhwa Finance Act, 2013 (Khyber Pakhtunkhwa Act No. XXI of 2013).
  4. All Federal and Provincial duties / stamp duty and taxes will be recoverable as per directives of the Government issued from the time to time.
  5. The work order of all Development schemes to be issued on the approval and availability of funds.
  6. Any Bidders who provides incorrect information shall stand disqualified and will be debarred.
  7. Call Deposit of Schedule Banks shall be acceptable. No Bank Cheque or Pay Order shall be acceptable.
  8. The competent authority reserves the right to accept or reject any or all bids at any time prior to acceptance of a bid as per Para-47(i) of KPPRA Rules 2014.
  9. Bid Securities of 1st. 2nd and 3rd lowest bidders shall be retained till signing of the contract agreement with the lowest responsive bidder.
  10. In case the as per BOQ, scope of work extend at site, contractor is bound to complete the work within his approved rate.
  11. All the prevailing KPPRA Act / Rules and other Government Notifications issued will be applicable.
